if the pics width is larger than (in pixels) 2592 or height larger than 1944, then the forum says, no thanks, that's too big for me to waste bandwidth, and time resizing. I sugest you check out the FAQ section, where there's a post about how to resize pics...

Sorry, there is no retry setting I can change on the server. And I know several people that connect using dial-up. I still think this is some software or issue on your PC, not necessarily an actual connection issue. type this into a dos window, and post back the results... tracert...
